Module 4: Social Justice, Reservations and Rural Unrest
Concept
Subtopic 4.1: Naxalite mobilisation and the Karpoori formula
- Feudal landholding, weak protection for tenants and caste discrimination kept rural Bihar tense. Inspired by the 1967 Naxalbari uprising in West Bengal, radical left mobilisation entered Bihar in 1967-1969. Bhojpur became its epicentre.
- Armed extremist groups and the private militias of landed families fought for decades. One later flashpoint was the Jehanabad jail break on 13 November 2005, when armed cadres stormed the district jail to free their comrades.
- After the Emergency, the Janata Party government of 1977 made Chief Minister Karpoori Thakur the author of a landmark backward-class reservation. It followed the Mungeri Lal Commission, which had been asked to study backward-class welfare.
- The Karpoori formula created sub-quotas for Other Backward Classes, Extremely Backward Classes, women, and the economically poorer among the upper castes. Later reservation frameworks in India drew on this design.
