Field administration, commissions and the right to be heard
Concept
Field administration, commissions and the right to be heard
Bihar sends 16 members to the Rajya Sabha in the printed key. The other figures are 20, 14 and 18. The Extremely Backward Classes Commission is the body the key says Bihar armed with statutory powers. On the ground, Sarkar Aapke Dwar began on 21 January 2006 at Jehanabad. The note says the aim was to reach neglected areas and reduce Naxal influence.
The Administrative Reforms Commission was chaired by Vijay Shankar Dubey. It recommended abolition of the Intermediate Council, the University Service Commission and the College Service Commission, and the note says the Intermediate Council was merged into the Bihar School Examination Committee. The government is also keyed as having abolished both the Amir Das Commission and the Krishi Bajar Samiti. The 2006 Bhagalpur riots inquiry was chaired by N. N. Singh.
Operation names are a test of labels. Todarmal is land survey, Dhanvantari is fake medicines, and Cobra is mafia terror. The description that the key marks as wrong is Operation Chanakya as administrative transparency. The note says Chanakya was against adulteration of daily goods. Common Service Centres at the 534 block headquarters were named Vasudha. Bihar Diwas is 22 March, decided on 29 December 2009 near the Vishwashanti stupa at Rajgir.
Bihar is keyed as the second state to enact the Right to Public Services Act, and as the state that set up a State Information Commission. The note adds that commissions for backward classes and extremely backward classes were also formed. The printed key of that question remains the Information Commission. The Right to Public Grievance Redressal system was inaugurated by Nitish Kumar on 5 June 2016.
