Subtopic 1.1: A Bicameral Legislature

  • Under Article 168, the legislature has three parts: Governor, Vidhan Parishad and Vidhan Sabha. So the Bihar legislature is bicameral (two Houses).
  • Article 168(1)(a) names Bihar among the states with two Houses. (One objective book gives Article 169; Article 169 actually deals with creating or abolishing a Vidhan Parishad.)
  • Only six states now have a Vidhan Parishad: Uttar Pradesh, Bihar, Maharashtra, Karnataka, Andhra Pradesh and Telangana. In other states the legislature is the Governor plus the Vidhan Sabha.
