Secretariat, the Chief Minister's decisions, and the police

The Administrative Reforms Commission recommended cutting 47 departments to 36. The note records that by March 2008 the number actually stood at 44, which is one of the other options, but the key remains 36. The five-day week in government offices began on 2 January 2007. The note says that later only the secretariat kept a five-day week.

Nitish Kumar's first foreign visit as Chief Minister was to Mauritius, in July 2007, with Bihar Utsav from 27 July to 1 August. A cabinet sat in a village on 10 February 2009 during the vikas yatra, and the village in the key is Barabigha in Begusarai. Awards in the two questions include the NDTV, CNN-IBN and Economic Times prizes of 2008-09, and the Vivekananda, Forbes and CNN-IBN prizes of 2010. The key in each question is all of them. Bihar is also keyed as the first state whose Chief Minister and whole council declared their assets and resolved to do so every year. The sixth oath as Chief Minister is dated 27 July 2017.

The human chain against child marriage and dowry was on 21 January 2018. The February 2018 foreign visit was to Japan. The November 2012 visit was to Pakistan. In the police lesson, Bihar in 2006 formed a Special Auxiliary Police of retired soldiers and is keyed as the first such state. A CRPF training centre was to open at Rajgir. The police-training-centre question is keyed to none of Nawada, Valmiki Nagar's Valmiki option, or Dehri. The first combined checkpoint is keyed to 2018. Total prohibition in the key runs from 2 October 2016. The note gives the earlier steps: partial prohibition on 1 April 2016, total prohibition on 5 April 2016, the Patna High Court striking it down on 30 September 2016, and the reimposition on 2 October.

The same chapter's police questions locate extremism. The key names Bhojpur, Gaya and Jehanabad together as the main centres. The causes it gathers are the lack of land reform and official indifference, low wages, and exploitation by feudal lords. The remedies it gathers are land reform, bringing people and extremists into the mainstream of development, and creating a stake in economic work.
