Module 12: UN Monitoring Frameworks & Reporting Mechanisms
NITI Aayog and the SDG scoreboards, then the ideas under them: limits, the Kuznets curve, the circular economy, and human capital.
TopicPart 1 of 4
Subtopic 12.1: Annual vs. Quadrennial UN Reports
Quadrennial means four years. A quarter is the word that makes the statement false.
Starting point
Two UN documents sound alike and run on different clocks. National statistical systems produce the indicators. On that basis the United Nations Secretary-General presents an annual Sustainable Development Goals progress report. That first statement is true. The Global Sustainable Development Report, the GSDR, informs the review at the General Assembly. It is quadrennial, once every four years, and it is drafted by an independent group of scientists, fifteen of them in the notes. A statement that says the GSDR is produced once every quarter is false. “Quadrennial” was in the sentence, and “every quarter” contradicted it.
The U.P. 2023 key is only statement 1. Statement 2 fails because of the clock. Do not reject the annual report because you have also heard of the four-year report. They are different documents.
Annual: the Secretary-General’s SDG progress report, from the global indicator framework and national statistics.
Every four years: the Global Sustainable Development Report, for the General Assembly review.
Authors of the GSDR: an independent panel of scientists, fifteen in the notes.
Mark a “once every quarter” claim false.
Therefore only statement 1 survives.
Worked example. A student who knows the word quadrennial and then reads “once every quarter” in the same option has found the contradiction. Quarter means three months. Quadrennial means four years. The annual report can still be true while that second sentence is false. The key is “only 1”, not “both”.
Memory hook. Secretary-General, every year. GSDR, every four years, by scientists. Quarterly is the trap.
Further explanation
The annual report is a monitoring product. The GSDR is an assessment product, closer to a scientific outlook, and it is timed to the high-level political review. Mixing them produces the wrong frequency and the wrong author. National statistical offices matter because the annual report is only as good as the country data, which is why the NSO’s SDG indicators are part of the Indian machinery even though NITI is the nodal desk.
A answer can mention both products and the data gap: many indicators still lack a recent observation, so “annual” does not mean every cell of the framework is fresh every year.

Subtopic 12.1: Annual vs. Quadrennial UN Reports
To monitor Agenda 2030, the United Nations system maintains two distinct official reporting mechanisms:
Annual Sustainable Development Goal Progress Report: Presented every single year by the UN Secretary-General. It is compiled in collaboration with UN entities and draws from data gathered by national statistical systems under the global indicator framework.
Global Sustainable Development Report (GSDR): Produced once every four years (quadrennially), not quarterly. Authored by an independent group of 15 scientists appointed by the UN Secretary-General, it informs the quadrennial SDG review deliberations at the UN General Assembly (SDG Summit).
Important points
The UN Secretary-General presents an Annual SDG Progress Report based on national statistics.
The Global Sustainable Development Report (GSDR) is quadrennial (every 4 years), not quarterly.
GSDR is drafted by an independent panel of 15 scientists.

Choose one option, then the next question.
Original question
Question 21: Consider the following statements about sustainable development: 1. Based on the global indicator framework and data produced by National Statistical Systems, the United Nations Secretary General presents an Annual Sustainable Development Goal Report. 2. Global Sustainable Development Report is produced to inform the quadrennial sustainable development goal review deliberations at the UN General Assembly once every quarter. Select the correct answer: [U.P. P.C.S. (Pre) 2023]
Statement 1 is correct. Statement 2 is incorrect because the Global Sustainable Development Report is produced once every four years (quadrennially), not once every quarter.
Added question
Which statement is right?
The annual report is the Secretary-General’s. The GSDR is quadrennial, so a quarterly claim is false.

Short questions
Write the answer, then the next question.
How often is the Global Sustainable Development Report (GSDR) produced?
Answer. Once every four years (quadrennially).
