Module 13: Handloom Sector - Viability, Problems & State Schemes
IL&FS Viability Survey:
The Department of Industries authorized IL&FS to survey 7 handloom clusters (Gaya, Patna, Darbhanga, Madhubani, Bhagalpur, Siwan, Biharsharif). Findings revealed:
- Most weavers operate on a very small scale and are commercially unviable.
- Only 54 percent of weavers owned their looms; 46 percent were provided looms by traders.
- Weaving is the primary livelihood for 62 percent of weavers.
Key Problems: Scarcity of raw material, credit bottlenecks, lack of design training, improper pricing, and inadequate market linkages.
Government Support Initiatives:
- 8 Training Institutions: Kako (Jehanabad), Jhinganagar (Nalanda), Obra (Aurangabad), Chakand (Gaya), Amarpur (Banka), Barari (Bhagalpur), Patna town, and Purnea town.
- Mukhyamantri Integrated Handloom Development Scheme (2012-13): Rs. 15,000 for new loom, Rs. 5,000 corpus for yarn, Rs. 40,000 for workshed, 40 Common Facility Centres (CFCs), Yarn Depots in Bhagalpur & Banka, and Bunkar Haat in 6 districts (Bhagalpur, Gaya, Aurangabad, Patna, Madhubani, Siwan).
