Module 9: Flagship Programs - SAUBHAGYA & UDAY Financial Turnaround
Har Ghar Bijli under SAUBHAGYA:
Under the Seven Resolves (Saat Nishchay), the State Government committed to providing power connections to every willing household. While rural BPL families were covered under DDUGJY, no provision existed for rural APL families. To solve this, the State Government launched the Mukhyamantri Vidyut Sambandh Nishchay Yojana (MMVSNY). In October 2017, the Central Government rolled out Saubhagya (Pradhan Mantri Sahaj Bijli Har Ghar Yojana), into which MMVSNY was seamlessly subsumed.
UDAY (Ujwal DISCOM Assurance Yojana):
Launched by the Central Ministry of Power for the operational and financial turnaround of state distribution companies (DISCOMs). A tripartite agreement between the Government of Bihar, Ministry of Power, and DISCOMs (NBPDCL and SBPDCL) was signed on February 22, 2016.
Two Core Mandates under UDAY:
- Reduction of Aggregate Technical & Commercial (AT&C) losses down to 15 percent.
- Elimination of the gap between Average Cost of Supply (ACS) and Average Revenue Realized (ARR) down to zero by 2019-20.
