Module 11: Urban Poverty, Slum Growth & SPUR Reforms (Table 5.8.4)
Urban poverty in Bihar manifests through deprivation of basic amenities, housing, health, education, and social safety nets. Although statewide poverty dropped from 54.4% in 2004-05 to 33.7% in 2011-12, the concentration of poverty in urban slums remains acute.
Table 5.8.4: Slum Population in Bihar (Census 2001 and 2011)
| Census Year | Number of Towns Reporting Slums | Slum Population (in Lakh) | As % of Bihar's Urban Population | As % of India's Slum Population |
|---|---|---|---|---|
| 2001 | 22 | 5.16 lakh | 5.95% | 1.37% |
| 2011 | 85 | 12.37 lakh | 10.52% | 1.89% |
Key Analytical Findings:
- Between 2001 and 2011, Bihar's slum population more than doubled, surging from 5.16 lakh to 12.37 lakh, while the number of slum-reporting towns expanded from 22 to 85 towns.
- Unlike other states where slums are concentrated in million-plus metropolitan cities, in Bihar the largest share of slum dwellers is concentrated in small towns within the population range of 20,000 to 50,000, followed by towns of 50,000 to 1 lakh.
Support Programme for Urban Reforms (SPUR):
Supported by the Department for International Development (DFID), UK, across the 28 largest ULBs of Bihar. It pioneered GIS mapping of urban slums, baseline socio-economic surveys, and mobilized slum women into thrift and credit self-help groups.
