In physics there are two types of physical quantity - Scalar (having only magnitude e.g. mass, time) and Vector (having magnitude and direction both e.g. velocity, Force)

Motion in universe is always relative no motion is absolute
For measuement of one motion we need a reference point and reference point may be in motion but calculating motion with respect to reference point we always assumes reference point be in rest
Time is a physical quantity which is always taken as positive in classical mechanic
